Maybe I'm not doing something right... I turned on the switch in the one building, then went to the one with the keycard but there doesn't seem to be power to it. It doesn't light up any color.

I just tested this an there seems to be no power to the key card door. I have the green key and I put the fuse in, but the keypad doesn't seem to have power. If I use vanish to go inside, the button on the wall doesn't open the door in the office.
